Half of Kalos' pokedex was wiped out in the Great Kalos War. Half of what was left after that were killed off by Az's cannon. That's why so many Kanto pokemon were introduced to Kalos. It's gone through two fairly recent mass extinctions.
There's really no excuse for the small number of Alolan mons though.
