There is no seperate stage for fusions. Omegamon was always Mega before CS and Tri.

Then we have ones like Susanoomon or the Burst Modes which very clearly fit the Ultra category yet are inconsistent with being called that.

Did you know that Takuya's seiyuu is Naruto, and Kouji's seiyuu is Sasuke? Takuya and Kouji were very similar to Naruto and Sasuke.

Alphamon in the CGI Digimon X Evolution movie was also voiced by Naruto's seiyuu.

Part of it is Digimon isn't about collecting like Pokemon is, Digimon's more about raising and bonding with particular Digmon than trying to discover all the species so there's no real emphasis on trying to remember everything.
