I'm pretty sure it the lack of Alolan Exeggcute and Cubone was established long ago.

And personally, I do not think this can be it. There are a bunch of reasons, but the most important one I can think of is the one you said; there aren't any other event legendaries. Diancie, Hoopa, and Volcanion weren't found until the game actually came out, so I'd imagine it's like that.

I really miss when gamefreak actually held up the pokemon before the release so we actually had something to look foward to, like in gen 4 or gen 5.

Sun/moon revealed almost every pokemon before its actual release, that is pretty damn sad actually.
