They pulled that shit in gen 4, but it was all cross-gen evos and legendaries. People complained a lot, Platinum was made, and GF hasn't done it since.

I worded my question incorrectly. I meant non-legendary/mythical Pokemon.

Apparently Sinnoh IS the only one though, and with only legendaries. So it's not very likely.

Sinnoh, and if you really want to count it, some Pokémon in Gold and Silver couldn't be found in Johto despite being new and you had to find them in Kanto. In fact, the pseudo legendary could only be found at the very last location in the game.

But even so, in GSC/HGSS, stuff like Sneasel or Houndour are listed before the Kanto starters and legendaries in the "New"/Johto dex. You knew you had more to see because the dex had empty spots.

OP is asking for instances of something more akin to what happened in DP.
