I honestly haven't run the numbers. I know that, not counting legendaries, Gen 5 had 11 (out of 150+) non-evolving pokemon

Gen 7 has 13
That is assuming that Crabrawler becomes that yeti crab. if not, then that makes 15.

Wishiwashi and a few others have different "forms" but they don't evolve.

I like Solosis, but I see how Duosion looks a little forced.
Don't get me wrong, I think a lot of these as single stages make sense. I don't need an evo for Mimikyu, but there was definitely room to grow on some of these designs. Doesn't pyukumuku look like it could do a shellos and become a cooler black sea-slug?

It should be noted that many Pokémon from gens I-III were non-evolving in their generation of introduction, but received evos in a later gen. It's a real shame Gamefreak stopped doing that, many lines from gens IV, V, VI and VII could use an extra stage or even a shitty baby prevo.
