It means to create something in a way that invokes thought. And toucanmon is designed in a way that doesn't invoke any thought beyond "this is a toucan".

With every other "my mom's animal" pokemon there was enough liberties in the design for people to find multiple bits of inspiration in its design.

It has a goofy face, big black eyes, a puffy tail fin, puffy fins and overall looks like a cartoonish seal with a horn. This toucan is about as unoriginal as you could get with a pokedesign. Nothing unique about it. Only other Pokemon that was almost as lazyly designed was Chatot which was just a parrot that had a musical note on its head.
