seems like its a lot of trouble for them to even model a wig on a preexisting pokemon model, so I assume they want to maximize their use out of this and make it an alolan form.

We haven't seen alternate "joke" forms of Pokemon before, we've only seen alternate Alola forms. It's not impossible that it's a visual gag, but Alola form makes more sense.
