Ice now resists Ground, Dragon, and Water.
Ice-types have 50% DEF bonus in Hail, to mirror Rock's 50% SPD bonus in Sandstorm.

Resist water and anything it's super effective against.

Make them SE against water and Fighting. Fighting types hate the cold since their rock-hard nips can't take it.

a) Make them all slow and bulky to synergise with their amazing resistances such as nothing
b) Give them a weather condition that works similar to Sandstorm and provides special defensive buffs such as none
c) Give them a specialised role such as killing dragon types which they don't have any longer
d) Make them super-effective against strong types such as Water and Fighting which they are not
e) Give them an exclusive move/feature that takes advantage of the Freeze status which there isn't

And most importantly, DO NOT under any circumstances make an extremely strong, common move which deals extra damage to ice types on switch it, which Gamefreak absolutely have done.

Basically to make Ice types good you have to take what Gamefreak have done for the last 7 gens and do the complete, absolute, polar opposite.

I've always thought that ice-type is a joke type, one very bad that no one take it seriously, but in the end its the only one that could face the stronger type, like a surprise that nobody expected. Well at least its how I think that GF played it in gen1.
