What's Volcanion's lore?
The only thing bulbapedia said was that it's kind of worshipped in Southern Kalos for razing the shit out of some of their land, but other than that I've got nothing.
Is it like Heatran in that it's just rare and strong as fuck, but not "legend"ary?

no. heatran is a legendary pokemon. meaning it can't breed and that it is has a scripted location in-game.
you could argue that cosplay pikachu is a legendary pokemon but that's very nit-picky.

So legendary pokemon are singular unless mentioned otherwise, and can't breed period.
