Look at that hairy face! It should have been a Hare evolution! That line felt incomplete with only two members.

Correct, but it's simply a gen 1 Jigglypuff.

Jigglypuff and Wigglytuff's designs were based on a mix of western and Japanese images people see on the surface of the moon.

Wigglytuff is a rabbit because of that famous legend about a rabbit living on the moon and making mochi:

And their eyes have different sizes in the original sprites because they are supposed to look like the Northern Hemisphere interpretation of the man in the moon:

It's was a really clever idea that they dropped later for some reason. They look less creepy now, but miss their weird eyes and the story behind them.

By the way, evolving your axolotl into a salamander is possible IRL with an injection of iodine. However, you should never do it because it greatly shortens his lifespan.

It's pretty stupid that Wooper (an axolotl) evolves into Quagsire by level up. He should need an elemental stone or something. Why base it on an axolotl if you are going to ignore the one thing that makes that animal stand out?

Mudkip is another axolotl that evolves by level up, but at least that one is more like Poliwag. He gets bigger in it's baby form without suffering a metamorphosis.

Axolotls are neotenous salamanders and stay in a larval form their whole lives, despite being able to breed. All salamander larvae look like that. Pic related, it's a giant salamander larva.
