They tried to distinguish the two Hitmons, but with a vast majority of punch moves being special attacks prior to Gen IV, as well as the distinctive lack of reliable Fighting type punch moves, along with its "signature move" being a normal type with 80 base power and 85 accuracy with no secondary effects, the scale seems to be tipped in Lee's favor.
