TTGL is popular, but it's so recent and still so fringe (It itself being a referential anime that's pretty much a love letter to super robot shows) that it wouldn't be used as a basis, especially a side character.

If we're talking about JoJo though, I honestly think Pangoro is some sort of shoutout to Jotaro. They both have bancho inspired designs, and Pangoro's abilities are Iron Fist, Mold Breaker, and Scrappy. That last ability is literally the ability to punch ghosts.

Well, Jotaro is one of the most notable examples but his character is an entire archetype, and a pretty iconic one too. Though its still possible maybe Jotaro was a specific inspiration in this instance since Ariga is also a manga artist, but we'll never know for sure.
