The only ones we haven't seen are the dolphin and snow man.

The fan-extrapolation of being able to pick and choose your own league and share it is probably not happening but I wouldn't be surprised if the formation of the first Pokemon League was part of the story. Maybe the Elite Four actually function as gatekeepers and prevent UBs from breaching portals and causing havoc or something like that.
