Most manaphy are not on rain teams so Hydration is functionally useless, same with Victory Star. Synchronize for mew is not exactly the best ability either. Thereby it generally will not have a functional ability. While Silavally will probably be good, I think most of you are sleeping on Type: Null.

It's likely that he's going to be a slower but tankier version of Silvally, plus he's a pre-evo so you can just slap an eviolite on him and be done. It's a chimera, so it will likely have a good and varied movepool. And I guess battle armor pretty decent on tank mons.

What people forget when saying Arceus is absolutely unpredictable and a nightmare to cover is that only an handful of Arceus forms actually have the capability to fuck your shit up if you don't prepare properly(literally just Normal and Ghost). There are another bunch that is good but have a low threat level and are easily covered when preparing for Pokémon of the same type(i.e. if you prepare for Xerneas then you pretty much have Arceus Fairy covered), and then there are the completely garbage and outclassed ones(Fire, Psychic, Bug, Flying, Fighting). Silvally will probably be very similar in this regard, so whether it is banned or not will probably depend from how individually threatening each form is.
