Or it's because gen 1 only had 150 mons to work with and there weren't enough to give them 5 unique ones.

I never understood why people gave DP shit for its elite four when we just came off a generation where the E4 instead had over half their team come from a single line.

Pretty sure it's just the hyper restricted choices for types in genwun for ice, ghost and dragon types.

There were enough Fighting-types in Gen 1 for Bruno to have a full team. Replace his Onix with Poliwrath and Primape. Maybe they thought it would be too easy to sweep with Flying-types or something, so they put in Onix to counter it. Same reason why Lorelei has a Slowbro, which conveniently covers Ice's Fire, Rock and Fighting weaknesses (although most of her Pokemon are Water-type, so Fire and Rock aren't really a problem anyway).

As for the others, there weren't enough Pokemon of their types to put together full teams (unless they decided to give Lorelei an Articuno or something). Bug, Flying and Normal had enough Pokemon to put together full teams, though, so if they'd been given those types they could have fully specialized teams. If Lance was a Flying-type specialist, he could keep a majority of his team.

The only Gym Leader in Gen 1 that uses a Pokemon not of their type is Sabrina, who has a Venomoth for some reason.
