What's the point of having two forms of the Poison status, and then giving the better of the two to almost everything? What's the logic here?

If you're talking about toxic vs normal poison, it probably has to do with moves like poison fang toxicing on hit would be dumb.
For the first question, making the status ailment less toxic *Pun* earlier in the game with a less serious version.
For the second, most status ailment TMs go to a lot of pokemon. It's about as weird as so many Pokemon being able to learn thunderwave.
For the third? Iunno, the same sense of game balance that made Mega Fug.

Yeah this. Toxic can only be inflicted by itself or 2 layers of tspikes. Poison is less severe so they can make it a secondary effect of other moves.

Because toxic and poison were designed when the game was the end goal and multiplayer was secondary.
Toxic doesn't show up in the early game, so when it does you know how to deal with poison (items or switching).
