As for my taste:
Plain Pokémon > Overdesigned Pokémon

You can have creative desings that are both interesting and simple. Take Ryhorn for example, its body has these interesting concave shaped armor pads that gives it a sturdy look. Yet you can easily understand its general shape.
Adding "accessories" to an pre-existing animal has been, and still is a way of designing pokemon. Overdesigning or underdesigning are not good parameters for judging a design because they don't take into account the "concept" behind it.
