They are stiff because the Pokemon anime has been as low budget in terms of animation as your average Toei adaption for as long as it's been running. It has only so many on-model shots because there's not a whole lot of dynamic movement, and most dynamic movements reuse stock footage with speed lines. They stepped it up with X/Y but it's still as much of a low-budget generic weekly series designed to sell toys that really only takes breaks for emergencies as it always has been, and the only parts that separated it from an ecchi battle anime was that there was minimal fanservice and neither the protagonist nor the heroine won. Watch more anime than just Pokemon, notice that Yokai Watch isn't the only other thing out there that has some success without being a generic battling thing, and use better arguments than setting up a strawman that you tell to shut up.

How To Draw Anime books very, very rarely ever tell someone how to have varied expressions and hairstyles that aren't poor attempts at emulating 80's manga series with "grr I'm serious and have spiky hair" characters. They're attempts made by hack artists ready to cash in on anime trends and enforce a philosophy of staying on-model at all times except when you do chibi shit. Nothing that really teaches anyone how to make good use of the medium of animation, which should not be restricted by having everyone stay on model at all times outside of QUALITY shots because creativity costs money and effort. Ping Pong has much better animation than all of Pokemon and it never restricts itself. Team Rocket is so well liked compared with the main cast because they can be wacky and get away with intentionally exaggerated expressions, movements, and characterizations. It's why they stay forever, why Brock stayed as long as he did, and why other cast members are rotated out after failing to stick with the target demographic: literal children who only have to watch the currently airing stuff, like Super Sentai or Kamen Rider.

It's like fucking DBZ with people being unable to let go of Goku, when it could have been like Super Sentai or Kamen Rider which rarely ever reuse anything but a basic premise, series to series, outside of fanservice crossover stuff. If Ash were shifted out with Jimmy/Ethan and then Brendan and so on, there would be no issues at all with the change in artstyle or tone. And yet here we are again, complaining about the artstyle just as we complained about Ash's brown eyes and Ash's new hat and Ash's new friends. It's like people who watched X/Y never actually watched anything until they heard that Pokemon was "getting good again" when nothing really ever changed except the budget.
