Just do a nasty plot set with sucker punch, and mild over timid. You can invest into attack a little bit if you want but it's not needed for the most part desu.

I have Maractus and as you know they are both pretty similar. I got Sunny Day, Solar Beam, Sucker Punch and Petal Blizzard. Cacturne probably can't learn Petal moves so you could go for Drain Punch or Energy Ball most likely.

I don't play competitive in any way so this is just what I run with for fun. Poison Jab, Energy Ball, Petal Dance (or whatever is good) and Sucker Punch also sounds great.

I think stat buffs are not really viable most of the time unless you go on a roll. if you have Nasty Plot then you should have a HP absorb move or something.

How should I EV it? 55 base speed is painfully slow.

I would go Giga Drain over Energyball for that much needed Recovery.
I'd still invest in Speed if you don't plan on playing it in a Trickroom team
