I think that Type: Null doesn't count as a Pokémon. It's a special case of forme change.

I think that Silvadi is the actual Pokémon, but being that for some reasons someone put that mask on it, our Pokédex won't be able to register it, that's why it has such a unique and weird name.
I think that at some point in the plot, it'll be able to take its mask off and reaveal its true form. At that point our Pokédex will register it.

I also believe it is sort of legendary, so Gladion will give it to the player.

What do you think? I mean, it can't be an evolution in my opinion. It stays literally the same, but without mask.

That's more of a Plate + Arceus Multitype thing, Judgment version that isn't limited to 5 elemental types unlik Genesect.
