I always thought they had to be. Team Magma's dream makes sense, while Team Aqua wanting to expand the ocean is pants on head retarded, especially in Surf: The region. Like, people actually do what Team Magma does. They dredge up parts of the ocean and make islands out of it. Nobody wants LESS land, except for retarded fish people.
