I think it's because it's an archer and it does get hands so it can be one. But I mean... it's just a bird but with a hood and hands. Yo ucould take a picture of a real owl and put those things on it and it would look about as "humanoid". I think the legs are a little bigger but that oculd be chalked up to art style. Braviary's legs are similar too, just not typically shown grounded.
