No, but they're generally going to be thinking in Japanese when coming up with Pokemon, hence why both seahorse pokemon evolve into dragon types, because the what the Japanese calls them translates to "spawn of dragons".

We already have two Dragonfly pokemon, neither of which are Dragon type because they have nothing to do with Dragons in Japan. So even if there were another Dragonfly pokemon line introduced, they still wouldn't be Bug/Dragon.
