it's not a meme, there's a youtube thing going on called the MBL where a bunch of pro-players (both vgc and smogon) do multi-battles against each other using teams of pokemon they drafted beforehand. Shofu's team is full of quad weaknesses (charizard, landorus, gastron, exeggcutor) and literally every one of their opponents so far has stated on at least one occasion "look at all these quad weaknesses, we can just run a few hidden powers to beat them!", which most of them have in fact done. x4 weaknesses are a major hindrance to a team and should be kept to an absolute minimum.

The issue I find with Robinhoot is that his primary weakness is one of the slowest types in the game for STAB damage, and fast water types aren't widely used in the meta much at all either. Sure he'll have issue with Weavile and Priority, but chances are incredibly high he'll outspeed all his weaknesses anyway.
Robinhoot more has to look out for other flying types, because they can hit a weakness before he can even get a hit in.

if you have a team full of quad-weakness pokemon your opponent is going to have an easy time abusing those quad weaknesses and will easily tear apart crucial members of your team, which might lose you resists to other typings early on. Quad weaknesses put a strain on teambuilding, a quad weakness in itself might not be that bad but if you're already using mega diancie, scizor and landorus-t on the same team you're sure as hell not gonna put a grass/flying pokemon on it on top of that. Just like mega pokemon and stealth rock weak pokemon quad weakness pokemon are competing with each other for a team slot and unless they're top notch most pokemon will drop in usage quite a bit from being 4x weak.

It's not that difficult of a concept.

This is only coming into play because of a specific ruleset they're playing under and their ability to counterteam each other. The only other case where quad weaknesses are crippling to this extend are nuzlockes with randomized movesets, where literally anything can suddenly pack a 4x attack to (close to)oneshot a Pokemon, making mons with them unviable short of fast leads.
In standard competitive quad weaknesses are only relevant on bulky mons that are meant to take a hit but won't in such a case, and on fast frail attackers against priority attacks, and even then your team should pack appropriate pivots to fall back on.
