Can someone please explain to me the refresh theory in Pokemon

People think the starters will have an alt evolution if you get their affection score maxed out or something.

A misunderstanding. CoroCoro mentioned that rock puppy and the starters share a secret, but it turned out to be bad wording. It was supposed to read something like "what secrets do rock puppy and the starter have" or something along those lines.

So far there has not been even the slightest info to say otherwise. Also all gens try new things with pokemon all the time, but they usually keep there starters gimmick free.

That is Refresh. Its still used to raise affection, but can also cure statuses, and I believe raise happiness (some of the wording sounds like it replaces he grooming from older gens)

Context is key when translating ANY text, but especially when translating between such syntax different languages as Japanese -> English.

Striping the statement down as much as possible, you get two pieces of information being conveyed:
"Rockruff has a secret"
"The Starters have a secret"

Now, these CAN be seperate and have nothing to do with each other, but the CONTEXT was an article talking about rockruff and how it's special. The two most likely translation given that context is: "Rockruff shares a secret with the starters". However, it's also equally valid to translate it as "Rockruff isn't the only one with a secret. What secrets do the starters hold?"

It's not a mistranslation. It's just a translation missing a lot of the needed sublties in a language, because words are hard.
