They obviously made compromises. True the lighting on the overworld is pretty basic and the shadows are kind of meh, but that's probably so the areas can be bigger and have more 3D models overall.

Heck, even in battle the trainers only have round shadows. They obviously gave it to the pokémon first and foremost so as to save performances.

They probably should have baked the static lighting, though. Not like there's going to be much of a difference in shadow placement during the times of the day.

Interestingly, Hawaii actually has something called a Lahaina Noon, in which the the Sun directly points over the island, which produces to shadows.
