Look at your 3DS firmware number and then a guide to installing homebrew for it. If you've updated recently then I don't think there's anything you can do until new exploits are made

PChex++ has less options but works alright if you don't want to use the pc version.PChex++ is for use on your 3DS homebrew menu.

Most Pokemon actually are catchable. It's just the legendaries that can be hard, though, Frankly, Omega Ruby/Alpha Sapphire is loaded with easy or even effortless legendaries if those are your bag. Seriously: free Legendary by level 30.

If you are worried about stats, get a Powersave and use it to fix up mons you like. If you can't find something and it's not a legendary or event pokemon, finsih the game normally, hit the friend safari and catch some nice eveolved pokemon. Offer them in the GTS asking for the lowest evolution of the mon you want. This nearly always works.

Almost forgot: the new games have something called "Wonder Trade" in it. Catch nice mons (or as nice as you can anyway) and offer them for trade to get random mons in return. These can be better or worse, but you'd be surprised what shows up sometimes. My first Eevee came from wonder trade and I bred it to a ditto to make more eevees I could swap and wonder trade around.

This method works for most "nice" pokemon so feel free to give it a whirl. Don't forget to pay it forward some day to help other newbies!
