In all honesty, I'd prefer the concept to come before whichever mon gets the form.
Most of the Alolan forms have some basis like Ninetails at least saying its a snow deity like the mountain irl has without being humanoid, mongooses failing to control rats due to time differences, coconut palms being tall, and meowth references the monarchy. Marowak was the most contrived one and they managed to fit the spirit references despite just adding fire. Maybe Raichu because surfing, but that was an old reference as well. I think the only one that wasn't given some sort of Hawaii related explanation was the sandslash line.
