Why isn't Sand Attack a Dark-type move? Throwing sand into your opponent's face is a pretty cheap and dirty tactic.

And while on the topic of dirty moves, why isn't there an Eye Jab attack?

How is it any cheaper than literally chucking fire at them? The only reason throwing sand in someone's face is typically considered "cheap" is because it's usually in the context of a fist-fight or something similar.
