Set is how battles work in post game facilities and multiplayer. You aren't allowed to switch out after you have taken out one of opponents Pokemon, and you aren't told which Pokemon the opponent is bringing out either, so if the opponent brings out a Pokemon who has as advantage against your current one, you give them a free turn by switching.
