Being RNG heavy isn't the problem with the Safari Zone. It's that the entire feature is nothing but RNG. The only "option" you have is throwing rocks/bait, which only exist to trick the player into reducing their own odds of catching the Pokemon (throwing a rock technically increases the odds of a Pokemon staying in the ball, but the odds of fleeing before you can even throw a Pokeball end up being higher than your statistical gain).

The Safari Zone should have been a feature that was built upon with every generation, introducing new features to make it more interactive and less "your only interaction during an encounter is throwing a ball and praying". For example, just off the top of my head, a feature to allow you to track a Pokemon who ran away to get more chances to catch it. Or maybe having multiple types of Safari Balls with some sort of system to observe the Pokemon you're trying to catch to learn which ball will give you an edge.

But we got nothing. The Safari Zone was ported into later gens with the same lack of interaction it had in gen 1, with the only major changes being things that stopped mattering as soon as the encounter begins. Since Gamefreak didn't seem to want to fix the Safari Zone, it's better off gone.

Funny thing is that they constantly came up with new and sometimes novel/interactive ways of attaining exclusive Pokemon.

But I suppose that to the majority, nothing quite trumps the feeling of catching a Pokemon by using another Pokemon instead of jumping through some side or mini games.

Not only that, but the safari zone in RSE was the one where you could actually control shit with pokéblocks if you knew what to do. But hey, let's conveniently ignore that.

If you felt the safari zone was tedious, I don't know what to say. Catching pokémon in the zone really isn't that time-comsuming, and most of the time you will spend on searching down the pokémon you want like in a standard route, making it pretty much equally tedious as any other catch. The only really tedious part of any safari zone was the item placement in HGSS, and that was because it was a terrible mechanic that relied on you waiting 20+ days just to get the pokémon you wanted, without any real way of knowing what to get in-game. That was just bullshit.
As for the original topic of this thread, ORAS was very lazy in many regards. I mean, look at the fucking caves and tell me that isn't the work of laziness.
