Why is friend safari something that wasn't included in ORAS

Its purpose was to include a method for players to get Hidden Abilities and easier shinies. Everything Friend Safari had to offer was improved by the Dexnav

Not all of them. The starters for example. Or it's the only way to obtain something like a HA Barbaracle in gen VI if you're into that. It's in ORAS but can't be DexNav'd because it's a Rock Smash mon.

I don't know dude, I've found 6 shinies in the safari in Y, other than that, I found one Mr. Mime in HG, if I'm not mistaken. And I've found a shiny Garbite in the second encounter, but it was after some days without any shiny. So yeah, purely luck
