The foo dog is the western name for the Shishi, Shi meaning Lion in chinese. The architecture motif comes from chinese culture and like a lot of other cultural influences, it was imported to Japan, so if anything, the root form is more towards the cat or feline form/family.

But desu, I've been an admirer of cats for as long as I remember, and I always used to support the concept that Suicune was a panther and Entei a maned Lion (Raikou was very easy to defend as he's the most feline-catlike of the 3) in my circle of competitive friends.

Nowdays I see them clearly for what they are intended to be, BEASTS, not cats, dogs or what have you. Despite having cat features or called a guardian dog or whatever, the features are of a legendary creature very unlike what we have in lions or dogs (although some dog breeds may resemble a lion too).

Same is true for Suicune (Qilin/Kirin) and Raikou (Raiju).

They are Beasts. Look up their origins on bulbapedo. They are based on Eastern mythological creatures, which are (obviously) conglomerations of real life creatures. (This shouldn't surprise you. Pokemon are not real).

It doesn't matter what they are. The shadows represent the beasts before being revived to Legendary status. They have, and always will be, the Beasts.
