So I compiled all of the starter stats in their base forms and their final forms. We you look at them you can see base forms DO NOT change what is the highest and second highest (the third highest can change, but usually doesn't).
Thus, since we know Litten is the fastest, followed by Rowlett, finally Popplio, Rowlett has 23 hp at base, suggesting highest hp, while we know popplio has high hp, sp attack, sp defense, and defense, but awful attack and speed.
Thus Popplio will be a tanky pokemon, probably more specially inclined.
Rowlett will be the middle one probably, with middle speed, attacking stats (lower than sp attack that Popplio but higher than Litten and vice versa with attack), but highest hp. Or it'll be a more physically defensive pokemon with middle speed.
Litten is probably going to be like most fire types, high speed and attacking stats, a good mixed attacker.

Are you basing the relative speeds between the Alolan starters on Battle Royale footage? Difference in IVs or even natures can relay unreliable information. Unlike mons injected for the sake of displaying battles (e.g. Gengar), it's evident from Ash-Greninja Greninja's stats that mons directly acquirable in the game may not be set to 0 IVs, neutral nature, etc.

And on a side note, I noticed Torchic has higher SpA than Atk and Blaziken ended up with higher Atk than SpA, while Fennekin has equal SpD and Spe and ended up with higher Spe. So there is room for flexibility.

Here's the thing, Fenekin and Froakie (who have the closest speeds, a neutral nature Froakie will outspeed a neutral nature Fenekin, and tie a positive nature one. So, the only situation in which Litten outspeeds Rowlett and is not a faster base speed, is if one of them has a positive or negative nature in speed. IF it's speed isn't close like Chimchar and Piplup, Chimchar will always outspeed, unless it has a negative nature. Thus it's likely Litten is the fastest.

But the general trend is each base has 2 or 3 high stats, and those stay it's highest.

There's also the case of a speed tie where you could be reading too much into a difference there.

For example, if both Fennekin and Froakie are neutral natures, but Fennekin's Speed IV is 20 while Froakie's is 17, they tie, but if Fennekin goes first, you get the impression it's faster.

Rowlet is going to be a moderately quick attacker with high HP. Litten will be even faster and stronger, but more frail. Popplio will be a bulky tank with high Special Attack.

I mean it has high HP, so why not? I mean that in it'd be a counterpart to the specially defensive Popplio. So it'd be the middle in terms of defenses, higher than Litten, but lower than Popplio (possible higher defense). Or Litten could be like serperior and have no attack and just defense. I'm hoping that's not the case though.
