Why does gamefreak give such great moves to mons they know can't use them? Pic related, chatot gets free hyper beam to multiple targets, heat wave, 65bp confuse ray, etc. but cant use anything to its advantage when its frailness and just average sp attack and speed weigh it down. Post bro's gimped by stats so chatot doesn't have to feel so shit alone.

Trolling aside, >>28946199 is actually right. It has clear strengths and weaknesses. There are ways around its frailty, its a great wallbreaker if you use a subset. Spread some Para with a teammate or get sticky web up. Chatot can actually work its just not as face roll or op as the fucking Genies.

Pretty much anything fully evolved besides Ledian and Shuckle is. And shuckle is still usable in theory if you don't mind finishing taking ten years to complete the game.

This is the case with a lot of lower tier mons. They function fine, but require team synergy. They don't see much use because it's easier and more reliable to just use OU: the experience.
