Neither are especially annoying but if you make the mistake of levelling Eevee for a while before deciding one will end up worse than the other.

There's no particular reason for them to not be ret-conned, anyhow, since the sole reason each of them exist are respectively

It's probably for new Vulpix/Ninetales. It makes me wonder about Eevee though. If the ice stone works for Glaceon, would they add leaf stone for Leafeon? They don't usually accept "hey why didn't this happen in previous gens" retcons (which is why we got those stupid inceses). But they're changing other classic stuff like the gyms so... who knows.
