So, this is basically my attempt at giving Weavile a good ability without making it completely broken. It lacks Life Orb, but refrigerate easily makes up for it. It would probably end up having some dedicated counters like Mega Aggron for sets lacking low-kick or Thick Fat users.

I don't think you realize how shit Ledian is. It doesn't even get any high powered STAB unlike Kanga. Its best are Bug Bite and Aerial Ace. Plus its stats and type are still shit.

An ability like this is perfectly justified on it.

Why not just give Ledian a regular evolution? This is why I dislike Megas.

With max investment and a Jolly nature, it hits like an equivalent Attack stat of 518.
For reference, Jolly Mega Kangaskhan hits 523.
In terms of pure power, it's slightly weaker than Kangaskhan, but what Ledian would have is immense speed and a different typing.
It's debatable whether or not it's overpowered.

A lot of what you're questioning are balance reasons, such as dumping points into unused stats.

Ice/Steel is an abysmal defensive type and Filter clones are garbage.
Zangoose gets Iron Tail, but the point is poison immunity against Seviper. Conversely Seviper evolves to counter that with Fire subtype and Corrosion.
I just found Strong Jaw boring.
Sheer Force works better with Life Orb. Some megas are supposed to be sidegrades, not upgrades.
Blissey is probably way too strong, yeah.
Starfish are protean, as in the actual definition of the word.
Accelgor isn't dark, it's a hero of justice.
Magmortar doesn't actually learn Inferno, that would be broken.
Volbeat and Illumise are mega baton passers, with some solo potential.
Solar Power is thematic if you read its dex. Also the attack/special swap. Rock/Grass is a godly type and I envisioned it being an ancient monolith covered in moss.
Turtles eat sand. Sand Stream helps it. I envisioned holes on its shell that spew sand out.
Klinklang can boost unlike Magnezone. Levitate would be too strong.
That's what they said about Sableye's prankster.
Mold Breaker especially works because both of its STABs are avoided with abilities, as well as its water moves. Its niche is also status spreader, so it avoids Magic Bounce and the like.
Ferrothorn is a sidegrade.
That Rhyperior is a sweeping machine with rock polish.
Tough Claws Weavile would be obscenely broken.
Toxicroak's job isn't status.
The point was to retain Gliscor's poison immunity and up its offense. Mega means it loses the Acrobatics boost, so a different STAB would be better.
I only used existing abilities. It's more thematic than anything, and Dragon/Steel is an insane defensive type, plus it can DDance. It's actually pretty broken.
