Pretty much yea but since its doubles u can just have 2 togekiss air slash for a 90ish flinch rate but with almost perfect accuracy as opposed to tail slaps unreliability, so its actually still not veru good flinch chance compared to things u can do now

Set up water/fire pledge before that and then the flinch chance actually gets fun

Instead you have to take the chance of the opponent flinching against two separate king's rock tail slaps, which each have ~40% chance of flinching. The chance is 40 (chance of flinching on the first one) + 40% of 60 (chance of not flinching on the first hit but flinching on the second), giving us ~65%

1 - P(K = no flinch in 10 hits)

P(K = no flinch in 10 hits) = (10 choose 10) * 0.9^10 * 0.1^0
= 1*0.3486*1 = 0.3486

= 1 - 0.3486 = 0.6513

It's more or less 65% to hit at least once with 10 hits.
