Hoenn does seem like the Gen that's most manageable since every other gen has at least one big powerhouse among their male gym leaders.

Kanto has Lt. Surge who has legit military training and fought in wars. Brock stands around shirtless in gen 1 all day long, and I don't trust crazy people like that. Giovanni is also surprisingly ripped.

Johto has Chuck, he can lift and throw boulders that Pokemon can barely push around.

Hoenn does have Brawly, but he seems more like well trained and rounded /fit/ rather than anything obscene.

Sinnoh has big wrestler Crusher Wake and hard working miner Byron.

Unova has Drayden, the guy who wrestles dragons!

Kalos has Wulfric who bicep curls 100 kg Bergmites and squat presses 500 kg Avalugg. All with bad form!
