Politoed is the only "true" frog of the Poliwag line, so giving it to Tamama, the tadpole of the squad, wouldn't make much sense.

Since Politoed is green, I figured it was the best choice for Keroro, as the only one who would fit color-wise. Besides, many of the other frog Pokemon have abilities that are aided by rain, so Politoed makes for a fairly good support with his ability, kind of like a sergeant leading his team, or something.
