And no, it doesn't make sense because they are born with these iterms. Pokemon are essentially animals. If we found an animal born with a hat, we'd be confused.

This could be one explanation if you really need one. It is stated in Throh's dex entries that it makes its belts out of vines, and their belts are different in size to signify strength.

I personally think saying 'Pokemon are essentially animals' it's a bit close minded considering their capabilities.
