I'm saying "Pokespe" because Kusaka makes an obvious "FireRed/LeafGreen" parallel towards the end of the FRLG arc, which is ruined if the rival's name is Blue instead of Green.
Different translations will translate the names differently too, so one group will call her Green, and the other Blue. Parallels make more sense with the latter, especially because Kusaka names by versions released.
