No? Red shows up to fight Blue in the Pokemon League and Blue has a Blastoise. That's what happens in 1/3rd (or more, considering charmander's popularity) of all copies of Red/Green/Blue. Origins didn't invent that scenario, and Blue with a Blastoise is especially common in other media.

Back in the times there was this guidebook that was basically a playtrough of Blue told as a novel. In the novel the main character got Charmander and the rival Squirtle, but for some reason at the end they both had Charizard in their teams.
