b) only hit marginally harder than life orb of their evos and absolutely don't hit as hard as their evos choiced
c) are bug/flying
d) aren't as bulky as their evo while still being slow as all fuck

I've wanted this for a while. On top of one for attack, one for speed would be nice, too. And to those who say it'd be too overpowered, it wouldn't even be as good an item as the Light Ball, and it's not like Light Ball Pikachu's all over Ubers or anything. It'd be great for in-game teams, though.

1.3 to each should suffice I'd think. It's basically a life orb, with a boost to speed as well, for no downside.

Honestly, it's not as good as it sounds. +1 NFEs hit only slightly harder than their Life Orb's evos, and also have to deal with inferior speed and defenses for the most part.
