it was just an unnamed grunt with no relevance to the story, the unique sprite means nothing. two other rocket grunts had unique sprites too (the other team rocket team from the johto anime outside jessie and james) and barely four boxes of text combined in the entire game. it was HGSS that gave her importance and added scenes to her, and it was in HGSS that the whole Silver backstory had a spotlight on it. you can dismiss the obvious as a "coincidence" if you want but you can't deny ariana and lyra's addition over the original content.
