You can't exactly call gender differences and Unown forms the same concept when in every other way but a slight resemblance the alolan pokemon are new.

For example an Unown A and an Unown Q have the same BST, typing and moveset. While an Alolan Ninetails will have a difference in all three from a regular one on top of a possible new evo method.

Again, so what? The concept is just an old idea mixed with a slightly less old idea, and given a new coat of paint. Think about it logically - pretty much every game since Gold/Silver has had different forms (counting Unown.) The logical progression has gone from "hey, this species should have a bunch of different looks but do nothing", to "hey, these things have a new look and different stats", which progressed to "hey, these things have a new look, different stats and a new type!"

And when you combine that progression with the near dead-end on cross-gen evo's, it makes perfect sense for them to go this route. It isn't breaking conventions, it's purely logical progression.
