Gen 4 has the worst starters for me

It also has the worsts pokemon designs, almost all of them have unnecessary additions and details that give them a bizarre feeling

Also the worst region and level design, the worst case of HM suffocation, some of them redundant and painful and some areas that were just a bore to navigate like the snow field that reduced your vision and didn't allow you to run

The worst battle design as well, painfully slow and with enemies with laughable roosters (although fixed in platinum)

Worst movepools too, pokemon rarely learnt useful moves by leveling

It had dreadful music, specially HGSS, butchering a lot of the classics from gen 2

The new pokemon were added without any planning whatsoever. Only one fire type added and its just the evolution of a previous existing one. Also, who the fuck though adding more baby pokemon like smoochun and chingling was a good idea?

The story is cliche and by that point it just relies heavily on something that has been pre-established by the previous gen (baddies summon pokemon to control world and end up almost destroying everything, then go beat the league like nothing happened)

Graphically its underwhelming, barely being an upgrade from gen III. In fact there are hacks for gen III that replicate gen IV

Some are memorably bad but without deserving so. The prime example is garbodor, he is a mountain of trash but doesn't really have details that are unrelated to the character as in "man, why the fuck does this pokemon has these stripes on his belly" or "why this pokemon has a yellow outline on its eyes around the face". These details are not an element of the pokemon (golurk, for example, has a yellow thing that clearly is a metal plating) but unnecessary addition to portray how the sprites do not have color limitations

Even then, in general most of the designs of gen V are more simple in colors and consistency than people give them credit for, and thus look more pleasant to the eye

Gen 1 starters are iconic and are thus free from any criticism :^)
Gen 2 starters are all shit except Feraligatr who is great.
Gen 3 starters are pretty good all around
Gen 4 starters are okay. Torterra is an amazing design though.
Gen 5 starters suck, but I personally like Serperior and Samurott.
Gen 6 starters somehow suck even more than Gen5 despite having unique typings.

Gen7 not yet ranked for me.

Gen 4 starters are the best design wise. I don't think GF will be able to top them off.

Infernape is literally a monkey with swirls of battle armor and a portruding mask. Minimal references and his armor swirls are similar to the Blastoise cannon gimmick. You can even fucking tell it's a monkey because of the "silverback" coat and leggings and his physique.
Now Empoleon and Garchomp are a different story that I can totally see from your point of view.

Gens 3 and Gens 4 are the only trio of starters that really balance each other out in terms of appeal. Gens 2 and 5 come close but one or more starters are less likeable despite none being pushed as the "main one".

Gen 6 was going for the themed trio idea but failed when they gave Greninja the spotlight. Same goes for Charizard. Gen 7 looks like it'll repeat the trend with Rowlet.
