Even in singles you can make it work either as part of a pass chain or with screener/memento support.

And of course there's always the possibility that Z-moves have superpriority like mega evolution. We haven't seen one go second yet. If that's the case Eevee is fairly durable with effective bulk similar to Dusknoir by default.
