They're just including Eevee in the mix, we've already seen the move, it wouldn't make sense to add an eeveelution now. Especially since we've always known anyway that eevee only has eight pokéballs on its dex page.

Also the official websites mentions specifically that it summons it's EIGHT evolutions.

nine evol boost sounds like it implies nine evolutions, as does the nine for one french name, and the grouping is asymmetrical with vaporeon up front, maybe they edited out a new eeveelution that would have made the group shot come out even.
