It's definitely not Sugimori as he's already done art for Gen VII -- Magearna. It's much different than the art for the other Pokemon (rougher lines, different shading, more textures). The odds of his style changing within a generation are pretty slim.

Starting with Gen V, Ohmura has done more and more art for the series. His style is similar to, but slightly different, than Sugimori's. He uses flatter colors and smoother lines. I'm not 100% sure Ohmura is doing the Pokemon art this gen, but I have a pretty good feeling it is.

I'm a huge fan of both Sugimori and Ohmura's artwork. I became a fan of Ohmura in 2010 when he started doing official artwork for Pokemon Black and White, and after having looked over the high res artwork of all the Pokemon and humans released for Sun and Moon, I am almost certain Ohmura is doing a great chunk of the art. Sugimori is still on-board, as he's done art for Magearna and the trial captains, but ultimately, Ohmura is the main artist this time around. Which is really surprising, because this marks the first time anyone other than Sugimori has done official art for a Pokemon.

The only argument I could see against character customization is it dilutes the iconic "PC" character designs of Red, Ethan, etc.

That said, trainer designs have sucked recently and Sun and Moon's designs are kind of shit, so I love customization.
